It was not yet eleven o’clock when a boat crossed the river with a single passenger. While the youth stood on the landing-place searching in his pockets for money, the boatman lifted a lantern. By the newly risen moon, he took a very careful look at the stranger's appearance. He was a young man of eighteen years with brown, curly hair, well-shaped features. His bright, cheerful eyes were nature's gifts, and worth all that art could have done for his adornment ( 装饰 ). And now, as it seemed, he was on his first visit to town. He was wearing a rough gray coat, which was in good shape, but which had seen many winters before this one. In his left hand was a walking stick, and a leather bag in his right hand. The bag seemed not so much stocked. The youth, whose name was Robin, paid the boatman, and then walked forward into the town with a light step, as if he had not already traveled more than thirty miles that day. There is a widespread belief that people who get on in life may be successful not because they deserve it, but because of influential friends or the right background. Sometimes it may just be a comforting and harmless belief, while at the other extreme it can be very destructive. I once met a brilliant young engineer who worked in a chemical plant. Because of her knowledge and experience, she should have been promoted to Production Manager. Instead, the job went to a man who was totally unsuited for the post. Everyone knew that he only got it because he was politically acceptable to his superiors. This injustice demoralized the young engineer and many of her colleagues. It also meant that the factory was much less efficient than it could have been.
All the same, we should not be pessimistic. More and more, the modern world depends on having people who are in the job because they are good enough, not just because their face fits. There is a story of a factory owner who sent for an engineer to see to a machine, which would not go. He examined it, then took out a hammer and tapped it, once. The machine started up immediately. When he presented his bill, the owner protested, "This can't be right! $100 just for tapping a machine with a hammer?" The engineer wrote out a new bill: "For tapping a machine, $1; for knowing where to tap it, $99."
1).
The engineer who repaired the machine was right to charge $100 because____.
A、
he was the only person who could find out what was wrong with it
B、

C、
he hit the machine to get it started again
D、
he was charging for his knowledge and expert skills
2).

A、

B、

C、

D、
Those who are good in their job are still largely needed by the modern society.

D、
they have a poor background
4).

A、
positive
B、

C、

D、

5).

Americans often say that there are only two things a person can be sure of in life: death and taxes. Many people feel that the United States has the worst taxes in the world. Taxes are the money that people pay to support their government. There are generally three levels of government in the United States; federal ( 联邦的 ), state and city; therefore, there are three types of taxes. Salaried people who earn more than four to five thousand dollars per year must pay a certain part of their salaries to the federal government. The percentage varies for different people. It depends on their salaries. The federal government has a twolevel income tax; that is, 15 or 28 percent. $17,850 is the cut-off. The tax rate is 15 percent below $17,850 and 28 percent above. The second tax is for the state government: New York, California, or any of the other forty -eight states; Some states have an income tax similar to that of the federal government. Of course, the percentage for the state tax is lower. Other states have a sales tax, which is a percentage charged to any item which people buy in the state. Some states use income tax and sales tax to raise their revenues( 税收 ). The third tax is for the city. This tax comes in two forms: property tax (residents who own a home have to pay taxes on it and excise tax( 货物税 ), which is collected on vehicles in a city. The cities use this money for education, police, public works, etc. Since Americans pay such high taxes, they often feel that they are working one day each week just to pay their taxes. People always complain about taxes. They often say that the government misuses their tax dollars. They all believe that taxes are too high in this country
